Job Description

The MTA’s Second Avenue Subway project is a $7.7B expansion that will extend the Q Line from 96th Street into East Harlem, adding three new ADA-accessible stations at 106th, 116th, and 125th Streets. This long-awaited project will restore rapid transit access to a community underserved for decades, ease overcrowding on the Lexington Avenue line, and cut commute times—delivering a transformative impact for East Harlem residents and the city as a whole.

This position will support the $2B design-build contract for Phase 2 that includes two tunnels that will allow the development of two new subway stations in New York. Led by Connect Plus Partners, a joint venture between FCC Construction and Halmar International, the project brings together extensive experience in large-scale infrastructure, complex tunneling, and urban transit construction.

POSITION SUMMARY

The Safety Manager shall be responsible for the implementation and management of all safety matters during all project phases, including design, construction, start-up, and testing. The Safety Manager shall implement and manage safety policies, protocols and procedures to ensure safety on all Work sites and storage areas.

RESPONSIBILITIES

  • Participating in the development and approval of the HASP, sign the HASP, continually monitor the Design-Builder’s implementation of, and adherence to, the HASP, and shall revise the HASP when required by field conditions or by the Project CEO.
  • Preparing a Daily Safety Report for all site security and safety matters documenting all safety-related activities, safety deficiencies, and corrective actions.
  • Maintain the Daily Safety Reports at the Work Site for review and inspection.
  • Assist in developing, implementing and managing a project specific safety and security program.
  • Assign responsibilities for the Daily Safety Reports to Safety Coordinators as appropriate.
  • Supervise the Safety Coordinators.
  • Ensuring that a Safety Coordinator is present at each Work Site while any Work is being performed.
  • Completion of any safety documentation, plans, or safety reports.
  • Attendance at any safety-related meetings
  • Develop and provide training for Design-Builder, Subcontractor, and MTA personnel to improve safety at the Work Sites.
  • Performing any actions required prior to the performance of Work under a Signal Bulletin.
  • Stop Work when unsafe conditions are present.
  • Comply with all NYCT and Metro-North specific-safety rules and requirements.
  • Comply with all other AHJ specific safety rules and requirement

EDUCATION AND QUALIFICATIONS

  • Degree in safety management or related field of study, such as engineering.
  • Minimum of fifteen (15) years of relevant work experience as a safety manager for a large infrastructure projects required.
  • Demonstrated experience managing personnel as the head of safety on at least one (1) tunneling project required.
  • Successfully completed the 40-hour NYC-Department of Buildings Site Safety Manager Course and the 30-hour OSHA Construction Safety and Health (29 CFR 1926) Course.

WORK ENVIRONMENT

  • Primarily site-based at active tunnel and surface construction sites in New York City
  • Regular inspections in underground environments with exposure to noise, dust, vibration, and varying weather conditions
  • Consistent use of PPE (hard hat, safety boots, high-visibility clothing, eye/ear protection) required
  • Frequent standing, walking, climbing, and navigating uneven ground, scaffolding, and confined spaces
  • Flexibility to work extended hours, nights, weekends, and rotating shifts as project demands require
  • Occasional office-based work for documentation, reporting, and coordination with project teams
