Job Description

The Re-entry Navigator is responsible for working with individuals with co-occurring behavioral health, substance misuse disorders and housing needs for those with legal system involvement. The Navigator will also work to connect participants to community resources and support to ensure safe and successful community re-entry. The Navigator actively collaborates with partner programs, conducts assessments, identifies needs and barriers, creates re-entry plans, and provides follow up and support. Responsibilities & Essential Functions: Communication & Connection

  • Connect with and assess those returning to the community from incarceration and those engaged with the Criminal Justice System
  • Develop relationships and provide appropriate referrals for individuals to agencies in the community who can assist in providing resources and overcoming barriers
  • Instruct participants with job seeking and job retention skills
  • Coordinate and participate in workshops and events with participants and partners
  • Participate in forums and meetings and share information on services
  • Ensure the program is in compliance with the Illinois Criminal Justice Information Authority guidelines
Case Management
  • Identify appropriate re-entry plans based on evidence and results from needs assessment
  • Develop, maintain, and update case management plans in a web-based system in a timely manner
  • Meet regularly with participants and update case plans and notes on an ongoing basis
  • Act as a liaison with Goodwill worksite staff and community partners to ensure goals and outcomes are being met.
  • Coordinate community resources and supportive services for participants
  • Create effective solutions for challenges participants face re-entering the workforce
  • Communicate effectively with participants and program staff
  • Provide follow-up services to assist participants with maintaining community employment
Integrity & Trust
  • Show acceptance and flexibility in dealing with individuals from disadvantaged social, economic and educational backgrounds
  • Maintain confidentiality and strong ethical practices in working with participants
  • Maintain ethical practices involving protecting company resources of monetary value from loss, waste, misuse, or destruction, and identifying and reporting any such instances
Administrative
  • Administer and utilize the Ohio Risk and Needs Assessment (ORAS), Inventory of Offender Risks Needs and Strength (IORNS), and other risk assessments utilized by different government agencies
  • Maintain participant files and reports in compliance with program requirements
  • Have a Certified Recovery Support Specialist (CRSS) certification or be willing to obtain within six months of hire

  • A combination of education and relevant work experience that aligns with the duties of this position.
  • Experience working with individuals in workforce development or human services preferred.
  • Demonstrated ability to work with individuals with barriers to employment and understand and communicate with diverse groups.
  • Strong verbal and written communication skills.
  • Self-starter and able to work independently.
  • Must have Recovery Support Specialist certification or able to obtain certification within 6 months of hire.
  • Ability to travel to locations within Goodwill’s territory on a regular schedule. Driver’s license and proof of auto insurance required.
Environment: Due to the outreach nature of the work, the work is conducted at various locations with a home base at Goodwill Industries of Northern Illinois’ Mission Building. Work is primarily performed in a professional office environment, which is generally climate-controlled but may involve exposure to typical office noise such as phones, printers, and conversations. The role involves computer-based tasks, meetings, and collaboration with colleagues and community partners. The hours for this position are Tuesday through Friday from 11am-7pm and Saturday from 8am-4pm, with some flexibility. Sensory and Physical Requirements:
  • Ability to efficiently and effectively perform all functions of the job
  • Ability to clearly communicate program details and information to both funders and the public
  • Valid Driver’s license and reliable, insured automobile
  • Must be able to travel frequently throughout Winnebago county
