Job Description

Clayton Services is seeking a Program Manager to join a thriving nonprofit organization in North Houston. The Program Manager oversees day-to-day operations, staff supervision, and compliance for a federally funded community outreach program. This role works closely with executive leadership to ensure program effectiveness, performance, and compliance with grant requirements.

Job Type: Temp-to-Hire

Pay Rate: $30.00-$33.50/hour

Program Manager Responsibilities:

  • Collaborate with executive leadership on program planning, reporting, and overall strategic execution.
  • Supervise direct service personnel and provide leadership in daily operations across program functions.
  • Ensure all staff and coaches comply with organizational policies and procedures, including task completion, professional appearance, and adherence to assigned responsibilities.
  • Uphold federal and state confidentiality regulations, including HIPAA and PII standards; conduct ongoing staff training on secure data handling.
  • Develop comprehensive knowledge of all grant requirements and ensure program operations are aligned to meet deliverables.
  • Oversee compliance for all service areas, including case management, intake, administration, marketing, and educational workshops.
  • Monitor and verify timely and accurate data entry by case managers into program tracking systems (e.g., nFORM).
  • Maintain accountability using timekeeping systems, ensuring staff adhere to work and lunch schedules.
  • Train staff to meet all federal grant compliance requirements.
  • Analyze performance metrics weekly, monthly, quarterly, and annually to track progress toward enrollment and program completion goals.
  • Partner with intake and outreach teams to enhance enrollment processes and ensure recruitment benchmarks are achieved.
  • Audit data entries and reports for completeness and accuracy, ensuring timely submission of grant deliverables.
  • Build and maintain strong internal and external relationships to support program objectives.
  • Evaluate program activities regularly and contribute to service expansion efforts.
  • Offer innovative ideas to improve service delivery and program effectiveness.
  • Visit partner sites to monitor service delivery and ensure compliance with grant guidelines.
  • Track staff performance outcomes and present results to leadership.
  • Compile and submit regular activity reports using Microsoft Office tools (Excel, Word, PowerPoint).
  • Address participant concerns and report resolutions to leadership.
  • Participate in program development, fundraising, and awareness efforts.
  • Attend weekly staff and partner meetings to remain informed on operational updates.
  • Promote the program in the community through outreach and engagement.
  • Ensure proper security of office premises and staff work areas at the close of each day.
  • May assist in facilitating program workshops.
  • Perform other duties as assigned.

Program Manager Skills and Abilities:

  • Strong leadership skills with the ability to motivate and manage a team toward common goals.
  • Demonstrated attention to detail, strategic thinking, and ability to maintain confidentiality.
  • Professional, team-oriented approach with excellent interpersonal and communication skills.
  • Ability to travel locally to partner sites using a personal or company vehicle.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Innovative mindset with a drive for continuous improvement.
  • Ability to work a flexible schedule as needed.
  • Physically able to lift up to 30 lbs unassisted.

Program Manager Education and Experience:

  • Bachelor's or Master's Degree, or 7–10 years of experience in a Program Manager, Program Director, or Coordinator role overseeing similarly structured initiatives.
  • Experience working with diverse populations, including veterans, low-income families, or individuals facing housing insecurity.
  • Proven track record in program development, strategic planning, and grant compliance.
  • 5–10 years managing federally funded programs and reporting.
