ROLE We are hiring a detail-oriented and experienced Human Capital Policy Analyst to support the Office of Human Resources (OHR) at the U.S. Capitol Police (USCP) in Washington, DC. In this role, you’ll be responsible for writing, reviewing, and advising on a variety of human capital policies, internal control documents, and strategic HR guidance that supports federal law enforcement personnel.

KEY RESPONSIBILITIES - Draft, develop, and edit HR policies, SOPs, desk guides, and related documentation
- Conduct research and analysis to support special studies, white papers, and internal control reviews
- Translate HR policy requirements into user-friendly documents, tools, and templates
- Collaborate with HR leadership to ensure policy alignment with federal regulations and agency priorities
- Contribute to internal audit preparations and address audit findings through written responses and documentation
- Support strategic human capital initiatives by creating policy-driven solutions that improve operational effectiveness
REQUIRED KNOWLEDGE & SKILLS - Exceptional written communication skills with a focus on clarity, accuracy, and structure
- Strong organizational and analytical skills with attention to detail
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Visio)
- Ability to manage multiple projects and deadlines in a fast-paced environment
REQUIRED EXPERIENCE - Minimum of 6 years of experience supporting federal HR programs including demonstrated experience writing HR policies and strategic documentation
PREFERRED EXPERIENCE - Prior experience in the Executive or Legislative Branch
- Experience with Microsoft SharePoint
REQUIRED EDUCATION - Bachelor's degree required; degree in Human Resources, Public Administration, English, Communications, or related field preferred
LOCATION TELEWORK - Not eligible for telework
CLEARANCE - U.S. citizenship is required as it supports the U.S. federal government
- Must pass a criminal history check and fingerprinting
CLIENT TRAVEL WORK HOURS - Monday – Friday, 8:00 AM – 5:00 PM
EMPLOYMENT CLASSIFICATION - Employment Classification Eligibility — Nonexempt

Regularly required to sit for extended periods up to 100% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
