Your Impact as a Program Manager and Growth Agent

Lead World-Class Program Delivery on a key scientific (GIS) program for a major Federal Agency.

You will be the trusted leader of a high-priority federal science and geospatial services contract, ensuring our team delivers with precision and passion.

  • Forge Client Partnerships: Serve as the face of @Orchard to our federal client, building deep, collaborative relationships founded on trust and mission alignment.
  • Inspire Your Team: Direct and mentor a multidisciplinary team of ~20 experts (including subcontractors), foster a culture of excellence, and ensure every project milestone is met on time and on budget.
  • Architect the Systems of Success: Wield your expertise in Smartsheet and modern PM practices to build and manage the dashboards, performance trackers, and reporting frameworks that guarantee quality and transparency across the program.

Drive Our Strategic Growth Engine

You will be the architect of our expansion, transforming our business development posture from reactive to strategic and scalable.

  • Build the Growth Playbook: Craft and execute a forward-looking business development strategy, monetizing key contract vehicles like 8(a) STARS III, IDIQ Prime contracts, and GSA MAS to expand our federal footprint.
  • Win the Work: Play a pivotal role in our proposal process—from identifying and capturing strategic opportunities to lending your SME-level writing and review to create winning bids.
  • Mature Our Capabilities: Use your expertise and tools like GovWin to build a structured, repeatable opportunity lifecycle, helping mature the systems that will support our growth for years to come.

What You Bring to the Mission

We are looking for a leader with a proven ability to operate with initiative, flexibility, and accountability.

Required Qualifications:

  • A proven track record (7+ years ) of successfully managing programs or projects in federal science, IT, or engineering domains (experience with NOAA, NASA, or DoD is a major plus).
  • Demonstrated success leading multidisciplinary government delivery teams and navigating complex project reporting environments.
  • Deep, hands-on knowledge of Smartsheet , dashboarding tools, and performance reporting best practices.
  • Experience contributing to winning proposals and developing teaming strategies in the federal contracting space.
  • A Bachelor’s degree from an accredited institution.
  • PMP certification is strongly preferred.
